Operational Divisions

SwishJustice operates through clearly defined operational divisions, each responsible for specific functions and subject to central governance, legal oversight, and command control.

Command & Governance Structure

SwishJustice operates under a unified command structure led by the Director-General. Operational divisions are commanded by appointed Commanders, each reporting through designated Directorate leads to the Director-General Team.

Strategic decisions are taken collectively at Director-General Team level. No operational unit acts autonomously on serious or high-risk matters.

Criminal Investigations Division

The Criminal Investigations Division is responsible for the investigation of criminal conduct across all offence types, subject to lawful authority and jurisdictional limits.

This division encompasses specialist investigative units addressing serious, organised, violent, and complex criminality, including homicide, organised crime, economic crime, narcotics, firearms- related offending, and public protection matters.

Intelligence & Information Division

The Intelligence & Information Division provides analytical and intelligence support across SwishJustice operations.

Intelligence products inform investigations, security planning, and strategic decision-making, but do not independently direct outcomes. All intelligence activity is conducted lawfully and proportionately.

Specialist & Covert Operations Division

This division coordinates specialist operational capabilities, including covert investigative activity and specialist intervention functions where lawful and appropriate.

Activities are authorised at senior level and subject to legal oversight, governance controls, and post-operation review.

Forensics & Technical Services Division

The Forensics & Technical Services Division provides scientific, digital, and technical support to SwishJustice investigations.

Capabilities include forensic examination, cyber and digital forensics, data analysis, and specialist technical support services to evidential standards.

Public Protection & Community Operations Division

This division focuses on protection-led operations, community safety, and preventative interventions.

Functions include public protection, anti-social behaviour response, roads and transport-related operations, wildlife and rural crime matters, and mounted or specialist patrol capabilities where lawful.

Aviation, Drone & Specialist Mobility Division

SwishJustice maintains specialist aerial and mobility capabilities to support investigations, security operations, and situational awareness.

These capabilities are deployed in accordance with aviation, airspace, and local regulatory requirements.

Protection & Diplomatic Security Division

The Protection & Diplomatic Security Division delivers intelligence- led protective services for individuals, delegations, and sensitive operations.

This includes diplomatic protection and executive protection functions, conducted with professional separation from investigative and prosecutorial decision-making.

Executive Protection Group

The Executive Protection Group is responsible for the lawful protection of designated executives of Swish World Group and their immediate families.

This function operates under distinct command arrangements and does not influence investigative, prosecutorial, or intelligence decision-making within SwishJustice.

Operational Authority & Use of Force

SwishJustice operational units do not exercise statutory police powers, powers of arrest, or compulsory authority, except where expressly permitted by law in the relevant jurisdiction.

Certain specialist units may conduct protective or direct-action interventions where lawful, proportionate, and authorised. Any use of force is governed strictly by law and limited to the protection of life and safety.
